As for the repairs backlog - are the repairs from newer or older footpaths?  Is this a consequence of the outsourcing of council's footpath construction program?  And if it is, can something be done about it so that the footpaths are constructed properly in the first place?&quot;</description>

Council provides a very good service, and it helps parents to have a specific time, date and place when immunisations can be done.  It's very easy otherwise to forget.

I am also unhappy with the proposed reduction to library resource funding.  Libraries provide a valuable service - we don't all have enough money (or space) to buy all the books or DVDs we'd like to read and watch.  

No-one here has mentioned the cutting the mayoral car.  In line with a sustainable city, maybe the mayor could car pool - or maybe there could be a mayoral bike instead.  (Then we might have more attention placed on proper bike paths and footpaths!)

And there's been no mention of cutting councillor junkets other than overseas visits.  Or the alchohol available after council meetings and in the mayoral fridge and councillors room.  That could save some money without taking books from children.&quot;</description>

Council has been doing a lot of work in the general St Marys area including biodiversity protection at places such as Ainsbury Rd and South Creek, developed the St Marys Corner Penrith Valley Cultural Precinct, upgraded the senior citizens centre kitchen, about to refurnish the St Marys Library, upgraded facilities at Allsop and Patterson ovals, significant landscaping works at Victoria Park, construction of a new playing field at Roper Rd, about to do a major refurbish Ripples Swimming Centre, lighting at South Creek BMX track and Cook Park Oval, about to replace the public toilet at Kokoda Park, lots of graffiti removal, constructed a safer pedestrian path to St Marys Shopping Centre, as well of course work on Coachmans Park and various footpath works among many other things.

I don't think you will ever stamp it out but could I suggest that rather than remove the bins from the park where they used to be you put them back so those people who 'do the right thing' can keep doing it.

I'm assuming that if the play equipment or fields are in such bad shape that they pose a risk to children playing on them then the equipment should be removed /fields closed down for repair.  Repair what you can but if it requires replacing to the standard then put this 'on hold' as this is deemed a major project and as such a major cost. Obviously dangerous/faulty equipment needs to be removed but not necessarily replaced until a more financially convenient time is determined.
I repeat - repairs can be done- renewals can wait.

This was windfall for the government as it was an increase along with the yearly cpi increase. Question: - where has this extra revenue gone. This has been taken in the coffers for around 3 years now however they are now crying poor. There is has been no new projects over past years, no massive improvements outside what had already been set in yearly budgets, yet we know face the prospect that services will be cut. Question - Section 94 contributions paid by developers for increase of open spaces, new roads etc etc - where have these been spent. Oxley Park has been developed beyond belief with over 50% of its 1000 blocks now with 3 - 12 townhouses on them, and the only improvement to date has been a park added to Brisbane Street at a cost of approx $ 100,000. Rough calculation suggests 5 - 6 million in section 94 contributions - where has gone? How will council be accountable for spending of this extra funds - as it stands now millions go in but not a lot come out! Services need to be improved. For example the playgrounds in St Marys are appalling. Broken glass everywhere, broken graffittied equipment that is very old. 
A look through the Council's financial statements for year ending June 10 provide many ways to change this.
Instead of focussing on services -they seem to be focussed on hoarding assets. The reports say in the past year Penrith Council's assets have gone up $1630 per person ($281 Million). The report boasts that Council is sitting on $18 Million dollars worth of investment properties. Sell these and get back to fixing the basics like you are supposed to be doing.

There is a huge empty park in St Marys -Gidley St, Stapleton Parade, King St in St Marys that is hardly ever used because there is nothing in the park to do. There once was a community hall that the council has demolished and replaced with... nothing. Council should develop along Stapleton Parade where they could easily divide off 20 blocks of land without detracting from the space in the park, and with the proceeds of just a few of those blocks of land could build some excellent play and sporting facilities, and have $1.5 to $2 million to spare.

Rates currently account for just 54% of the Council's income -but it seems that rate rises are the only area being investigated to increase income.&quot;</description>

For example - surely there must be potential for diposing of the old Council Chambers and old Library buildings etc. and amalgamating their current occupants and community uses into a single, more functional modern building.

3)  Where council does erect new buildings, can we have structures that are less expensive to build, more economical to maintain and less &quot;way out&quot; in their designs than the &quot;Starship Enterprise&quot; (Council Admin. Centre) or the fallen down wheat silo (Performing Atrs Centre), that seems to be an absolute &quot;money pit&quot; to maintain.

For instance, it would be fantastic if there was a cycleway down to the regatta centre so that a family could ride bikes there and then ride around the regatta centre.  There's a decent pathway along Castelreagh Rd, so there are some links in place.  But getting to the regatta centre by bike is dangerous - definitely not safe for families/ children.  And you shouldn't need a car to enjoy a bike ride around the regatta centre.

There are other instances of cycleways/ footpaths just ending and requiring people to then take their lives into their hands and use the road (eg eastern end of Glenmore Park - once you get  to the Northern Rd there's suddenly no more footpath.  NOt very helpful if you're trying to get from A to B).

Given the cost of footpaths/ cycleways, I suspect that an additional $800,000 per year is far from adequate to address the needs of cycleways and footpaths across the Penrith LGA.  Penrith is way behind other councils when it comes to proper cycle/ footpath networks.  So let's have some more information from Council.  What's the strategic plan for delivering a proper cycleway/ footpath network that enables residents to travel by foot and bike safely across the Penrith LGA?&quot;</description>

For instance, I would like to see the opening hours of Penrith Pool extended - particularly in the summer.  I find it very frustrating on those really hot days (35+) when the pool closes at 7pm.  Given that the day's temperature isn't peaking till late afternoon (sometimes 5pm) AND the UV levels aren't safe till after 5pm, the pool closing at 7pm (weekdays), 6pm (Sundays) and 5pm (public holidays) doesn't given a great deal of opportunity to enjoy it on those hot nights.

Money has been spent building and maintaining the pool.  What is the additional cost of opening it a bit longer, compared to the additional revenue that could be received (particularly if this was well advertised).  Swimming is a great, gentle form of exercise - and so many of us are trying hard to lose weight/ get fit.  Extending the opening hours of the pool and then advertising it (maybe even working hand in hand with a local weight loss centre like Tony Ferguson) might bring in extra revenue for the council.  At any rate, I think that this should be investigated further.

The library (which is fantastic) has long had fantastic opening hours.  It's a shame we couldn't have more branch libraries.  (Losing South Penrith with the redeveloped Southlands was a poor decision in my view).

On another matter, how efficiently and effectively are council's services provided?  How does Penrith Council compare to other similar councils in terms of the cost of service provision?  What effort has been made to improve the efficiency and effectiveness of service provision (including back end servicesl ike accounting/ finance).&quot;</description>

However, I would suggest that this is not the sole responsibility of the council - the bus companies, rail service provider (City Rail/ Rail Corp/ State Rail whatever the current name is), and Westfield should also be asked to contribute as they all benefit from a well maintained Penrith Bus/ Rail interchange.  

I would like to see costings for what is proposed and over what timeframe.  We are being asked to support a rate increase in exchange for enhanced service levels, but what is the requested $360,000 going to get us?

As for bus shelters (I;m assuming that these are part of the Neighbourhood Renewal Program), I was extremely disappointed in the response I received from council to a request for bus shelters on Derby St, Kingswood outside Nepean hospital (both north and south sides of Derby St).  (The response was that nothing will be done in the short term).  

These have to be one of the high priority bus stops requiring shelters.  These bus stops are on a relatively new bus route (774, 775 &amp; 776 which started in 2010?) but as these are the main bus stops for Nepean Hospital, not to mention the surrounding medical precinct, it is vital that there is a shelter with seating - possibly more seating than most.  

Bus passengers to this bus stop are more likely than most to require seating (ie people using this stop are more likely to be in poorer health and needing to sit down).  It is an indictment on council and the bus company that seating and shelter have not yet been provided at these stops.

So just what is the proposed rate increase going to fund?  Can we please have a schedule of works (with a timetable as to what year the works are proposed)?  This will give residents a better idea if what is being asked for (ie rate increase) is worth supporting.&quot;</description>

This is definitely something that Penrith Council should be spending money on. I would like to know more about what is actually being proposed - beyond a 1 page glossy document.  We are being asked to support a rate increase so that there is $1.3m to maintain existing facilities with only $600,000 of the revenue from the rate increase going towards to additional facilities.  I would have expected this to be the other way round, with far more money being needed for new facilities than on maintaining existing ones.

Does Penrith Council have a plan for what is happening with its parks?  Throught the Penrith LGA, particularly in the older areas, there are some very small parks in inconvenient locations that could conceivably be sold off with those funds being used to enlarge and improve parks in more central/ convenient locations.  

Has this been considered as part of the  planned works for the next 4-5 years?  Is there a strategic plan for parks, playgrounds and sporting fields?  What upgrades/ new works are being planned in what parks/ sporting fields in the next 5 years?  Is there a plan?  A timetable?  

And if residents are being asked to support a rate increase to see fund this, can we please see the plan.  It should be posted on this website.  I think that's only fair.&quot;</description>
